  • Tenders are invited for Sustainability Study for Disability Management Information System (Re-Advertised) Location: Kigali Deadline: Sunday, 04/06/2023 23:59 Context NCDP represents the views of persons with disabilities and is a forum for advocacy and social mobilisation on issues affecting persons with disabilities to build their capacity and ensure participation in the national development. NCPD assists the GoR to implement programmes and policies that benefit persons with disabilities and strengthens the disability network in Rwanda. Around 15% of the global population - over a billion people - lives with some form of disability. According to the 2012 Census 446,453 persons with disabilities aged 5 and above (5%) live in Rwanda. While Rwanda has ratified the UNCRPD and is committed towards building an inclusive society, persons with disabilities still face major inequalities. Exclusion of Persons with disabilities from participating equally in society makes them invisible. Although disability data is collected occasionally, there is a gap of nation-wide reliable disaggregated data in Rwanda. Absence of data makes it difficult to effectively advocate for inclusion, actively target and support them and measure change according to the most important indicators. For follow-up and review of the 2030 Agenda for SDG, it is recognized that quality, accessible, timely and reliable disaggregated data will be needed to help with the measurement of progress towards disability inclusion. NCPD wants to tackle this problem and developed a DMIS which supports the council and key stakeholders in its function for better decision making, increased accountability, improved disability service delivery and better coordination, ultimately to improve living conditions of persons with disabilities in Rwanda. GIZ has been supporting the project since 2021 under the commission of the BMZ. In 2019 a feasibility study was completed with the following results: Consultant developed the IT architecture for a technical solution for data collection on limitations among persons with specific needs. Based on feasibility study the development of the DMIS system was supported by Clinton Health Access Initiative and the pilot was supported by GIZ (contract ended December 2022) From 2021 till 2022 the DMIS pilot was implemented: Standardized Washington Groupe Questionnaire implemented and evaluated (limitation profile). Pilot in some sectors of Gasabo district was done. 900 data sets collected, process and questionnaire evaluated. 16 enumerators trained. 500 enumerators needed for future data collection assuming the current data collection approach. Limitation Profile including calculated limitation scoring (degree of disability in %) implemented. Dashboards with specifically selected criteria can be created - dashboard solution not finalized. Future case management process drafted. Operational model in ideation phase Current organizational environment: Steering Board (NCPD, CHAI, GIZ, MINALOC, NUDOR) meets on demand. NCPD is main stakeholder for the System, supported by the CDO MINALOC. GoR is currently implementing IT solutions with similar data base needed (e. social registry, citizen engagement solution, GBIS, SNIE-system, census) Motivation for Consultancy Sustainability of the technical solution and processes for data collection, evaluation and maintenance to be reassessed. Next iterations need to be Existing national and local organizational structures for data collection should be used to ensure constant availability of limited resources. DMIS solution should be combined with existing national ICT solutions using similar and mutual data as base for consolidated data (SNIE, citizen engagement, social registry, census etc.) 2. Tasks to be performed by the contractor. The contractor is responsible for providing the following services: Provide Future Operational Model for DMIS Design of 2 additional (to the currently planned) options for organizational structure and processes for the operation of the solution considering, e.g.: Sustainable data collection Interoperability with other solutions in Rwanda Case Management Prioritise all 3 solutions based on: Feasibility and Timeline Budget (operating costs, investments) Resources Sustainability Provide Implementation Plan Proposal for DMIS Develop a roadmap for the implementation of the prioritized model, e.g. Solution development Implementation of organization and processes Change management (structure, capacity development)
