GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology). 1. Context The “Economic Inclusion of Refugees and Host Communities in Rwanda” Project The GIZ-implemented “Economic Inclusion of Refugees and Host Communities” Project, in collaboration with the Government of Rwanda, the United Nations High Commissioner for Refugees (UNHCR), and other partners, seeks to promote economic inclusion of refugees and inhabitants of selected neighboring communities. The regional focuses of the project are the Mahama, Mugombwa, and Kigeme refugee camps and the neighboring communities, as well as the urban refugee communities in Huye and Kigali. The project is part of the special initiative ‘Tackling the root causes of displacement - reintegrating refugees- that is supported by the Federal Ministry of Economic Cooperation and Development of the Federal Republic of Germany. The project aims to improve the economic inclusion of refugees and host communities through a combination of measures to enhance the framework conditions at national and local levels, the promotion of the local economy and start-ups of Micro, Small, and Medium Enterprises (MSMEs), the expansion of entrepreneurial activities and professional upgrading. Parallel to activities dedicated to enhance the economic inclusion of refugees and host communities, upgrading the professional skills and opportunities of youth from both communities, and providing them with psychosocial support, the project focuses on fostering business start-up and expansion with the perspective of youth employment from refugee and hosts communities. This entails measures that support cooperatives and production units through entrepreneurship training, technical support in applying for financing schemes, as well as direct provision of equipment conditional to alignment with the project targets: employment creation and inclusion of refugees. It is against this background that GIZ is looking for suppliers for this following equipment. 2.
