To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).2.General context of Eco-Emploi 2020- 2022Over the last decade, Rwanda has experienced robust economic growth. However, the rate of unemployment and underemployment is still high. With strategies like the National Strategy for Transformation (NST 1) and the Private Sector Development and Youth Employment Strategy (PSDYES), the Government of Rwanda is promoting skills development and the creation of off-farm jobs.
