I. Background and Context SOSOMA Industries Ltd is a Limited Company established on November 1st, 2008 with a capital of sixty million five hundred thirty thousand Rwandan Francs (FRW 60,530,000) divided into 6,053 shares. SOSOMA Industries Ltd is equipped with the certificate of domestic company registration No: 101767471 and Investor certificate No C/658/2009. SOSOMA Industries Ltd sells nutritious high-quality products especially to infant, young and elder people including pregnant women, vulnerable people such as people affected by humanitarian crisis, chronic diseases, … The Vision of SOSOMA Industries Ltd is to be a leader in provision of safe, quality nutritious foods towards elimination of malnutrition in the region. This will be achieved through its missions of producing and supplying safe, high quality, and value-added nutritious foods that focus on customer needs. Now SOSOMA Industries Ltd is implementing an Integrated Development Project entitled: "Ensuring food and job security during the COVID-19 pandemic in Rwanda by creating jobs and increasing community income through enhancement of the maize supply chain and flour processing" in partnership with GIZ. In this regard, SOSOMA Industries Ltd hereby solicits quotations from qualified suppliers to tender for this solicitation. Prospect offerors are responsible for ensuring that their offers are received by SOSOMA Industries Ltd in accordance with the instructions and guidance, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration. II. Offer Deadline and Protocol Offers must be received not later than 5:00 pm local Kigali time on 16th March 2021 in a well-sealed envelope with the following mention: Quotations to supply, deliver and install equipment for maize flour processing unit on behalf of SOSOMA Industries Ltd, do not open except in public, or by e-mail to sosoma@sosoma.rw III. Questions Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 4:00 pm local Kigali time on 15th March 2021 by email to: sosoma@sosoma.rw . Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarifications - and the responses thereto - that SOSOMA Industries Ltd believes may be of interest to other Tenderers will be circulated to all RFQ recipients who have indicated an interest in bidding. Only the written answers issued by SOSOMA Industries Ltd will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of SOSOMA Industries Ltd or any other entity should not be considered as an official response to any questions regarding this RFQ. IV. Specifications Exhibit A, B, and C contain the technical specifications of the required items. All items offered in response to this RFQ must be new and unused. Please note that, unless otherwise indicated, stated brand names or models are compulsory. An equivalent substitute is not acceptable. Each lot is indivisible and bids are done for maximum 2 lots. V. Quotations Quotations in response to this RFQ must be priced on a fixed-price, all-inclusive basis including delivery and all other costs. Pricing must be presented in Rwandan Francs (RWF). Offers must remain valid for not less than ninety (90) calendar days after the offer deadline. Bidders are requested to provide quotations on official letterhead or format. VI. Delivery The delivery location for the items described in this RFQ is at the SOSOMA Industries Ltd Maize plant location at Kanzenze- Bugesera. As part of its response to this RFQ, each supply is expected to provide an estimate (in calendar days) of the delivery timeframe (after receipt of order). The delivery estimate presented in an offer in response to these ToRs must be upheld in the performance of any resulting contract. VII. Warranty Warranty service and repair within cooperating arrangement is required for all items under this RFQ. The warranty coverage must be valid on all items for a minimum of six (6) months after delivery and acceptance of the items unless otherwise specified in the contract. VIII. Taxes SOSOMA Industries Ltd is exempt from being charged, customs duty or fee, excise tax, road tax, or any other form of tax or tariff for goods and services purchased for donor funded activities, and therefore, offers must indicate detailed price for relevant taxes if applicable. IX. Eligibility Any bidder interested to apply for this tender has to fulfill the following conditions: Being a legally registered Company or Society authorized to operate in Rwanda with specializations to supply maize equipment, Having the proven experience by 3 recent certificates of good completion, The bidder must use EBM (Electronic Billing Machine) for all invoices to be paid, The bidder must provide recent certificates of no litigation with RRA, X. Opening for administrative documents and financial proposals The well-sealed administrative documents and financial proposals received on time will be opened in the presence of the bidders/representatives on Tuesday 16th March 2021 (Kigali Time) at the headquarters of SOSOMA Industries Ltd located in Kicukiro District-Niboye sector. XI. Evaluation and Award The award will be made to a responsible bidder whose offer follows the RFQ instructions, meets eligibility requirements, and is judged to be the best value based on a lowest-price, technically- acceptable basis. Please note that there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed "non-responsive" and thereby disqualified from consideration, SOSOMA Industries Ltd reserve the right to waive immaterial deficiencies at its discretion. XII. Cost of Bidding The Bidders shall bear all costs associated with the preparation and submission of their tenders, and SOSOMA Industries Ltd, will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process XIII. Expertise 3 references and/or certificates of good completion; Proposals: good presentation accompanied by signed letter of intent; Registration certificate from Rwanda Development Board (RDB); Valid Tax Clearance Certificate; Presentation of proof of the possession of EBM The proposal should: have two sections: technical and financial/quotation establish an understanding of the assignment The Bidder is expected to examine all instructions, forms, terms, and specifications in the tender documents. Failure to furnish all information required by the tender documents or to submit a tender not substantially responsive to the tender documents in every respect will be at the bidders- risk and may result in the rejection of its tender. XIV. Effect of Termination Upon the effective date of termination of this tender, all legal obligations, rights, and duties arising out of this tender shall terminate except for such legal obligations, rights, and duties as shall have accrued prior to the effective date of termination and except as otherwise expressly provided in the tender. POWER DRIVE: DUAL DRIVE (PTO & 1 EL. M.) The dryer can work with electrical power supply only (22kW at 400V, 50Hz) or, if not available, connected to a tractor PTO (capable of delivering 25kW at 540 PTO rpm). The dryer mounts one electrical motor that, if necessary, can run all the functions that the tractor PTO usually does. The control panel is equipped with: § One switch protected by key that allows selecting if to work with PTO or electricity § A timer allowing to automatically switch off the electrical motor as soon as the cooling phase has ended. A 1 HEATING SYSTEM: DIRECT HEATING - DIESEL The dryer is delivered with direct heating system mounting Riello diesel burner. With this system, the products of the combustion are mixed with large amount of air coming from the main fan, and the resulting hot air is blown through the grains for drying. Remember to specify the type of grains that will be dried at the moment of ordering so that the burner can be properly calibrated in factory. Fuel tank with 250 l capacity included (if not else specified). STANDARD LARGE LOADING HOPPER The dryer is filled through a loading hopper with wide dimensions opening (2,0m x 0,7m) for ease of loading though a pay loader or from a trailer. DOUBLE DISCHARGE THROUGH THE SCREEN Manual discharge on the left or right side of the dryer. The discharge is through the screen for reducing the total height of the dryer and the height of fall of the grains. HOT DEEP GALVANIZED MAIN STEEL PARTS All welded components that are in direct contact with wet grain or moisture are deeply hot galvanized for ensuring long life surface
