Heifer International Rwanda focuses on improving income and nutritional status, mobilizing farmers and promoting local capacity through training of project participants and market linkages for the dairy value chain actors, improving the quality of livestock through artificial insemination, disease control, feeding practices, empowering rural youth and women by encouraging them to engage in livestock husbandry practices and connecting local community to business development services. The Rwanda Dairy Development Project “RDDP” is a six-year Government project implemented by Heifer International and MINAGRI whose goal is to contribute to pro-poor national economic growth and improve the livelihood of resource-poor rural households. The Dairy subsector is crucial for rural development, poverty reduction, and food and nutrition security for Rwanda. It offers a pathway out of poverty for the large number of households keeping livestock, and for those who provide services and value addition throughout the supply chain. Heifer International Rwanda wishes to invite registered companies to submit bids to supply ten (10) blue-tooth enabled digital milk weighing scales for RDDP-supported Milk Collection Centers. Quotation Requirements Quotations must include the following information at a minimum.  Incomplete quotations may be rejected.  Full company name, physical and mailing address, and country of registration of bidder Description of Item, specifications, source country, price per unit, and total price in Rwanda Francs only. Tender Submission Guidelines Financial proposal: The contractor shall propose a reasonable cost estimate. The registered company shall be entirely responsible for all taxes incurred Experience: Bidding companies shall include information regarding their experience in the business, customer lists, proof of supplying similar goods such as copies of contracts, certificates of supply completion, etc. Bidders are encouraged to provide atleast 2 reference letters in relation to supply of the similar goods. Bid validity period: 90 calendar days 5. Selection method The selection will be based on demonstrated experience in business, and low cost (Least-Cost Selection). 6. Notification The outcome of the selection shall be notified to the bidders through the email and thereafter the successful bidder shall be invited for contract negotiation and signing. 8. Validity of bids The validity of bids shall be 90 days starting from the deadline for submission of bids. Heifer International may cancel the tender at any time before the signing of the contract, including the reduction on prices of items that Heifer will judge to be out of the normal range. 9. Administrative Requirements The bid document must include the following administrative documents at a minimum. Incomplete quotations may be rejected.  Business registration certificate Valid tax clearance certificate Valid social security fund clearance certificate 11. Quotations and Submission  Well-presented bids prepared in English language must be sent to Heifer International Rwanda via procurement-rw@heifer.org not later than Friday 23rd April 2021 at 5pm local time.
