- Section I. Letter of Invitation (LOI) 1. Nyamagabe District (hereinafter called ‘'Client") has received funds from LODA towards the cost for Supervision of Extension of Kibumbwe Health Centre by Construction of Maternity building in Nyamagabe District, The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued. 2. Nyamagabe District now solicits proposals to Supervision of Extension of Kibumbwe Health Centre by Construction of Maternity building in Nyamagabe District and More details on the services are provided in the Terms of Reference. 3. A Consultant will be selected under a QCBS and procedures described in this RFP, in accordance with the Law on Public Procurement. 4. Request for proposals in English may be obtained from the e-procurement system (www.umucyo.gov.rw). For submission of the bids, all interested bidders must pay a non-refundable fee refer to e-procurement system paid to the RRA non-fiscal revenue accounts in Commercial Banks linked with the Rwandan e-procurement 5. All Proposals must be accompanied by a declaration of commitment 6. A compulsory site visit must be carried out by a technician who must be part of the key staff to be submitted or the Managing Director of the Company, fail to comply with this site visit rule led to disqualification of the bidder (Original ID or Passport is required).is planned on 14/08/2025. Departure is at 10 :00 at Nyamagabe District office. 7. All proposals will be submitted online using the E-Procurement system. The deadline for bids submission is fixed on refer to e-procurement system. 8. Technical Proposals will be opened automatically by the E-Procurement system on the same day 9.
