Location: Kigali Deadline: Wednesday, 29/03/2023 17:00 Title of Assignment: Technical assistance to the National Examination and School Inspection Authority (NESA) to strengthen and operationalize Comprehensive Assessment Management Information System (CAMIS) Job Title: Software developers (3) Work Location: Kigali, Rwanda Duration: 3 Months- renewables Start date: As soon as possible Reports to: Research and Policy Manager or Delegate/ MINEDUC Chief Digital officer Innovations for Poverty Action (IPA) is a research and policy nonprofit that discovers and promotes effective solutions to global poverty problems. IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world-s poor. In recent decades, trillions of dollars have been spent on programs designed to reduce global poverty, but clear evidence on which programs succeed is rare, and when evidence does exist, decision-makers often do not know about it. IPA exists to bring together leading researchers and these decision-makers to ensure that the evidence we create leads to tangible impact on the world. Since its founding in 2002, IPA has worked with over 600 leading academics to conduct over 900 evaluations in 52 countries. This research has informed hundreds of successful programs that now impact millions of individuals worldwide. Position summary: IPA is seeking highly motivated and competent software developers to support NESA to operationalize and strengthen CAMIS. The software developers will collaborate with the National Examination and Inspection Agency, department of Basic Education and TVET examination department and work hand in hand with other IPA embedded staff in NESA and Chief Digital Officer at MINEDUC. Software developer-s role will involve strategic collaboration and technical support, including conducting gap analysis of the CAMIS, supporting its operationalization process at all levels and streamlining of dataflows to and within the Ministry of Education. Responsibilities include: Ensure the maintenance of the CAMIS database and portal; Create the system dashboard and make it accessible to all users; Ensure the fully operationalization of CAMIS and provide technical support to all user levels (NESA, District, Sector and School) on a daily basis; Develop and share technical software documentation based on the template from the Ministry of Education; Improve and share the whole user manual and a harmonized training materials to all users; Incorporate all the important operational reports and make it accessible to all users; With all guidance and inputs from MINEDUC and NESA, elaborate codes that would fix any identified issues/gaps on CAMIS; Organize and facilitate the workshops to ensure that the knowledge and usage of CAMIS is shared to the users and key stakeholders; Ensure effective communication and collaboration with CAMIS focal persons from NESA, MINEDUC and IPA; Elaborate and share the needs to ensure the strong system infrastructure, security and data protection.
