- Terms of Reference RwandaInspire Quality Refugee Inclusion in Education in Rwanda Consultancy I. BackgroundEducationis central to achieving the World Bank Group-s (WBG) twin goals of eliminatingextreme poverty and boosting shared prosperity. The main challenge in theeducation sector is to achieve “learning for all, learning for life” that is,to ensure that all children and young people acquire the knowledge and skillsthey need for their lives and livelihoods.Inthe case of refugees, however, the future is characterized by uncertainty and soeducation is essential to navigating uncertain futures building resilience,economic self-reliance, and the ability to advocate for themselves and theircommunities.Rwanda has moved from ahumanitarian approach to a development response and its policies and laws areprogressive granting refugees- access to national services. The Ministry incharge of Emergency Management (MINEMA), in Rwanda is mandated to protect andensure refugees are provided with essential services (including scholasticmaterials and school feeding) working closely with UNHCR. Currently theNational policy of Rwanda grants Refugees access to national education systemsalongside host community children and refugees have access to fee free formaleducation from pre-primary to secondary level. The Refugee population inRwanda, is slightly above 150,000 (48.5% are children, 51% women and girls withmost of the population living in 5 camps across the country. During theLeaders- Summit (2016), Government of Rwanda made a commitment to integrate 50percent refugees in primary schools and 100 percent refugees in secondaryschool paving a way for refugees- inclusion in the national education system. TheGovernment of Rwanda and the National Institute of Statistics of Rwanda (NISR)have recently improved national statistics on refugees by incorporatingrelevant populations into the 5th Rwanda Population and Housing Census(RPHC-5), which was conducted in August 2022 which has allowed thed...
