• Background and National ContextRwanda is committed to advancing disability‑inclusive Primary Health Care in alignment with Vision 2050 and the Health Sector Strategic Plan V, recognizing that early detection, early intervention, and access to quality rehabilitation services are essential for improving functional outcomes and reducing long‑term disability. To address existing gaps in rehabilitation and assistive technology provision, the Ministry of Health through the Rwanda Biomedical Centre, in collaboration with UNICEF, is implementing integrated disability‑inclusive health and nutrition interventions in Huye and Bugesera Districts. This initiative also complements ongoing implementation of comprehensive community disability interventions across two districts. As part of these broader system‑strengthening activities, two national rehabilitation centers, Rilima Orthopedic Specialized Hospital in Bugesera District and the University Teaching Hospital of Butare (CHUB) in Huye District have been prioritized for upgrading.
