  • Expression of Interest are invited for Policy Linking for Measuring Global Learning Outcomes in Rwanda. Publication Date: 23-Sep-2022. Expression of Interest Deadline: 10-Oct-2022 at 11:59:59 PM (Eastern Time - Washington D.C.). REQUEST FOR EXPRESSIONS OF INTEREST The World Bank (WB) invites interested parties to submit expressions of interest for developing and implementing a study analysing the persistent gender gaps affecting learning outcomes in the Rwandan basic education system, and the cross sectoral correlations to these issues. Through the Accelerator designation, the World Bank, in conjunction with other development partners, is acknowledging a small, global cohort of governments (either national or sub-national) that: demonstrate strong political and financial commitment to reducing learning poverty, are willing to measure and monitor learning outcomes over time; and are implementing an evidence-based plan to achieve significant improvements in foundational literacy/skills. The Accelerator program launched in Rwanda in 2020, with several activities being planned and implemented to complement ongoing efforts and catalyze larger impacts. To complement the Rwanda Quality Basic Education for Human Capital Development Project (P168551) and its development objective, the Accelerator program is designed to build/maintain political commitment, stakeholder alignment, and mutual accountability for a common set of priority targets set by the government around Learning Poverty. Policy linking for Measuring Global Learning Outcomes (https://www.edu-links.org/resources/policy-linking-measuring-global-learning-outcomes) is a standard-setting methodology, long used in many countries, to set benchmarks (or cut scores) on learning assessments that allow outcomes of those assessments to be compared, aggregated and tracked across countries and contexts. While it is an old standard-setting methodology, its use has been extended to help countries set benchmarks that will allow reporting against global standards. Policy linking allows countries to use their existing national assessments or early grade reading and math assessments to report against the Sustainable Development Goals (SDGs) and other indicators. The methodology works by linking national, regional or international assessments to the Global Proficiency Framework (GPF), a framework developed by multilateral donors and partners based on current national content and assessment frameworks across over 100 countries. The GPF provides performance expectations/standards for learners in grades 1-9 in reading and mathematics. By linking their national assessments to the GPF, key stakeholders are able to compare learning outcomes across sub-groups in countries as well as across countries and over time, assuming all new assessments are subsequently linked to the GPF. The Policy Linking process (https://www.edu-links.org/resources/global-proficiency-framework-reading-and-mathematics), developed by UIS with the support of global partners including World Bank and USAID, is envisioned to be implemented in Rwanda with support of the World Bank. Lessons learned from the exercise will support the country to build capacity on the implementation of this standard setting methodology as well as inform adjustments to the Policy Linking process globally. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) expertise in field work required for educational assessments, psychometrics, and education policy; (ii) experience in conducting policy linking workshops and standard setting methodologies; (iii) skills in project management; (iv) capacity in database design, data management, and statistics; and (v) experience with large-scale electronic data collection using computer-assisted personal interviewing techniques. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
