Location: Kigali Deadline: Friday, 13/01/2023 23:59 Expression of interest (EoI) Interims Manager for the DMIS at NCPD Reference number : 83429357 Background The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Great Lakes Region and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology), Natural Resources, Peace and Security and Sexual and gender-based violence (SGBV). General information a. Brief information on the project The Rwandan-German bilateral cooperation project Skills Development for Economic Transformation in Rwanda (2023 - 2025) has the objective to promote job-creating growth in Rwanda's light industry following the principles of inclusivity, productivity and environmental sustainability. The project is commissioned by the German Federal Ministry of Economic Development and Cooperation (BMZ) and implemented by GIZ. The target group is approximately 200,000 men and women who have completed primary school and are currently undergoing vocational training, as well as school leavers and young jobseekers between the ages of 15 and 29. One focus is on the target group of girls and women, as they are particularly affected by long transfer times into the labour market, poor working conditions and lower productivity. The project combines approaches of economic policy advice, private sector development and the promotion of vocational education and training with a sectoral focus. National Council of Persons with Disabilities (NCDP) represents the views of persons with disabilities and is a forum for advocacy and social mobilisation on issues affecting persons with disabilities to build their capacity and ensure participation in the national development. NCPD assists the Government of Rwanda (GoR) to implement programmes and policies that benefit persons with disabilities and strengthens the disability network in Rwanda. b. Context Around 15% of the global population - over a billion people - lives with some form of disability. According to the 2012 Census 446,453 persons with disabilities aged 5 and above (5%) live in Rwanda. While Rwanda has ratified the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and is committed towards building an inclusive society, persons with disabilities still face major inequalities. Exclusion of Persons with disabilities from participating equally in society makes them invisible. Although disability data is collected occasionally, there is a gap of nation-wide reliable disaggregated data in Rwanda. Absence of data makes it difficult to effectively advocate for inclusion, actively target and support them and measure change according to the most important indicators. For follow-up and review of the 2030 Agenda for Sustainable Development Goals (SDG), it is recognized that quality, accessible, timely and reliable disaggregated data will be needed to help with the measurement of progress towards disability inclusion. NCPD wants to tackle this problem and developed a Disability Management Information System (DMIS) which supports the council and key stakeholders in its function for better decision making, increased accountability, improved disability service delivery and better coordination, ultimately to improve living conditions of persons with disabilities in Rwanda. The DMIS will be an innovative digital support tool for the Identification & Registry of all Persons with Disabilities including a Case-Management support tool for the most in need in Rwanda. During the implementation of the DMIS as many persons with disabilities as possible will be identified in Rwanda. Consequently, in every village, persons with disabilities will be interviewed through a questionnaire developed in collaboration with stakeholders. Answers given are linked to indicators about demographics, socio economic status, functional limitations, assistive devices, health care utilisation, barriers, wellbeing including specific needs and priorities of persons with disabilities and will be the base for real time dashboards and maps for M&E and research purposes. The DMIS IT system is built by QT Software Solutions Ltd., the Government of Rwanda preferred provider. Although many software components are connected there is still no final sign-off of the IT contract between NCPD and QT. After the final testing of the system which is expected by the end of 2022 there will be a 6 months maintenance of the same IT company. c.GIZ shall hire the contractor for the anticipated contract term, from February to May 2023. The contractor will report to contact person at GIZ as well as to the Executive Secretary of the NCPD. The contractor is based in Kigali. The assigned number of expert days is 10 per month (40 in total). Work place will be the NCPD office in Kigali. d. The contractor shall provide the following service: GIZ is seeking a contractor that acts as Interim DMIS project manager for NCPD to bridge the gap from February 2023 until the recruitment of a new DMIS project manager that is planned for around May 2023. The interim DMIS Project Manager will work in close collaboration with NCPD staff, MINALOC assigned staff to NCPD, RISA, GIZ and QT Software Solutions Ltd. and play a key role in the collaboration with key stakeholders of the disability sector in Rwanda including the Disability Coordination Forum. Deliverables Project Management Coordinate all DMIS related activities and provide internal and external technical inputs Coordinate NCPD input for a feasibility study of the DMIS Develop a workplan to handover the DMIS to the new recruited DMIS Project Manager Develop briefing documents and information dissemination products as needed Support the financial management of the DMIS budget and expenditure Complete donor reports and filing as necessary for various grants Support the implementation of the GoR disability policy related to disaggregated disability data Support the DMIS - Steering Committee in the execution of its activities including resource mobilization. Support NCPD in the development of a concept note for a renewed Grant Agreement between GIZ and NCPD with a focus on the economic promotion of women with disabilities Relationship Management Serve as the NCPD focal point for engagement in the DMIS Understand government requirements for support and coordinate NCPD-s efforts Develop, maintain, and facilitate strong working relationships with DMIS partners such as RISA, QT Software Solutions Ltd. and other relevant key stakeholders in the disability sector in Rwanda Work in close collaboration with the GIZ DSSD program assigned staff for IT integration of the DMIS as well as with the GIZ Rights Based Program including the One Mainstreaming Coordinator and Development Advisor working with Organisations of Persons with Disabilities Support the NCPD in resource mobilization and to develop and execute MoUs and DMIS contracts with relevant partners Leadership, Administration & Operations Create an environment of continuous learning, where staff are encouraged, supported to grow and develop, and are willing to be held accountable for their commitments Develop and maintain efficient and effective systems, and ensure compliance with GoR policies, procedures and guidelines Provide input towards development of the DMIS budget and budget forecasts Tender requirements The contractor should have the technical skills to advise and coordinate NCPD and other assigned staff for the development and implementation of the DMIS including operational planning and costing, measurement, and intervention. The contractor must be able to multi-task effectively and have experience with project managing multiple work streams and delegating responsibilities to staff effectively. The contractor should have experience in managing relationships with high level government stakeholders and ideally will have worked in the field of health statistics, digital solutions, databases and data collection. The contractor should have excellent written and verbal communication skills in English and Kinyarwanda. Successful candidates must have a passion for results, a commitment to excellence, and a demonstrated capacity to work in high-stress environments. Knowledge of the disability sector is an added value. Being a person with disability will give you priority when equal in capacity assessment. Data Protection The performance of the contract may be associated with the processing of personal data by the contractor, who would alone define the nature of such data and how such processing would be carried out. Under such circumstances, the contractor shall act as an independent data controller and must alone comply with ALL applicable data protection obligations, including local and regional laws. In case the contractor executes the instructions of a local partner to the GIZ with regard to such processing, the partner shall be the data controller, and must ensure that such data processing is in accordance with applicable laws and standards. The GIZ will NOT be in any way responsible for such processing and, apart from non-personal data (statistics), the GIZ does not expect to receive any personal data from the contractor. 1.
