• Tenders are invited for Installation of Camera Systems at Eax Warehouses. Installation of Camera Systems at Eax Warehouses East Africa Exchange Ltd (EAX) Website:  http://www.ea-africaexchange.com/ INSTALLATION OF CAMERA SYSTEMS AT EAX WAREHOUSES Date: 31 March 2021 1.    Purpose The East Africa Exchange (EAX) is regional commodity exchange based in Kigali, Rwanda. EAX was established to link smallholder-s famers to the wider agricultural trading markets, to secure competitive and fair prices for their products, and to facilitate access to financing and lending opportunities. EAX is located in Kigali, 6 floor RSSB building Tower 2 (Head Office) and has five current operating warehouse locations such as (1) Bugesera Silo, Mayange, (2) Kayonza 1 Warehouse, Gasarabwayi, (3) Kayonza 2 Warehouse, Rwinkwavu, (4) Nyanza Warehouse, Rwabicuma and (5) Rwamagana Warehouse, Musha. That is a total of 6 monitors. 2)    1TB hard disk storage. That is a total of 7 disks drives (6 for warehouse locations including head office and one(1) extra for backup). 3)    Coaxial cable for electrical power distribution at the sites. (The bidder should conduct the site survey to determine the length). 4 . Terms of reference - Installation of camera systems at EAX warehouses 4) Network Ethernet connection CAT7 cabling or Wifi, pipes, coupling and bendings, BNC connectors, power connectors, electrical power connectors, and other communication links recommended nessessary. (The bidder should conduct the site survey to determine the length) 5) A minimum of 2KVA or (2,000VA) Uninterruptible Power Supply (UPS) with the capability of lasting at least 2 hours during the electrical grid power outage. That is a total of 6 UPSs 6)    Once-Off payment of the 200 Watts Solar system with 3 lamps, inverter, battery, and other accesstories including installation for Kayonza 1, Kayonza 2. That is a total of 2 solar system installations. As a CCTV camera service provider in case you can install the system you are welcome to submit the quotation or bring a separate quotation from the solar system provider or your choice. 7) A separate quotation from a Rwandan based 4G LTE Internet service provider to deliver the services of 4G internet at the above 5 warehouse locations. The 15MBps line with a minimum bandwith speed of the connections of 3MBps invoiced monthly. This quotation should include installations, modem, and routers. That is 5 lines of 4G LTE. 4. Scope of the work - Duties, and Responsabilities The appointed CCTV camera service provider will be required to: Provide with installation of CCTV cameras, its accessories, surveillance systems including but not limited to tools or software to provide 24/7 security monitoring at EAX. Test that the entire CCTV Security Control System is working and submit the user manuals of equipments. Document and submit the final system implementation report, and train EAX IT and Warehouse/Security team for usability and administration of the system. Provide at least six (6) months warranty of the systems installed in which any system defect is to be fixed or replaced free of charge. Ensure the service provider of solar systems supplies batteries, inverters, cables, and other accessories that will support the CCTV camera power supply outlets. Ensure the 4G LTE service provider supply modem and routers that comply with CCTV communication link requirements. 5.    Management The CCTV camera service provider will work under the guidance and direct supervision of EAX Head of ICT and Market Data. 5.  Terms of reference - Installation of camera systems at EAX warehouses 6.    Deliverables and Payment Schemes No advance payment will be made on this contract. The CCTV camera service provider is to be issued with a Purchace Order (PO) and start immediately not later than one day from the day of issuance of the PO. The payment of the work completed will be done after the completion of the work in a single installment subject to the EAX approval of the satisfaction and quality of following deliverables: CCTV Camera and surveillance system fully installed and configured as per described in the High level presentation of the requirements in paragraph 3 of this TOR. Submission of the equipment user manuals; Submission the System implementation report; Delivery of the training for usage and administration to the EAX team. 7.    Criteria for bid Evalution Bidders will be evaluated for the selection of the award based on the following criteria: 15 weighting points: Company registration document and evidence of company experience (Demonstrating at least three (3) years experience in the business of security control systems and providing at least three (3) certificates of work completion in a similar assignment of the supply and installation of CCTV camera systems). The service provider should submit proof accompanied by certificates or correspondences from referees. 15 weigting points: Acceptance of Warranty Period required in this TOR or extended by providing a written guarantee, issued to EAX on any installed equipment, promising to repair or repla
