Inclusive Assessment of Sanitation and Hygiene Marketing and Financing Mechanism The Scope and Objectives of the Assessment The Primary Objective of this Assessment is to Conduct Formative Research that Supports the Development of a Sanitation and Hygiene Market Development Strategy Using a Variety of Sanitation and Hygiene Products, Services, and Financing in the Isoko Y-Ubuzima Implementation Areas of Rwanda. Specifically, the Scope of Work for this Consultancy is to Develop and Lead an Assessment of Behavioral Drivers, Purchasing Power, and Consumer Preferences for Sanitation and Hygiene Products, Services, and Financing and a Landscape Assessment of Formal and Informal Financial Products for Access and Usage of Sanitation and Hygiene Products and Investment in Related Businesses in Rwanda. The Assessments must be Sensitive to Gender, Equity, and Social Inclusion (Gesi)—Meaning that the Assessment should Seek to have a Focus on Equity and Inclusivity that will Facilitate the Inclusion of Women and Marginalized People, including Those with Disabilities and Those Classified as Poor or Ultra-Poor in the Eventual Market-Based Sanitation and Hygiene (Mbs) Implementation and Roll-Out. Strong Preference will be Given to Applicants Who Submit Proposals that Employ Robust Human- and Market-Centered Approaches, and Those Who Demonstrate an Understanding of How to Integrate These Approaches into the Rwandan Cbehpp (Community Based Environmental Health Promotion Program) Model for Sanitation and Hygiene Promotion, and the Project-S Strategy to Promote Sanitation Products through Dscs and Community-Level Showrooms. Under These Two Overarching Objectives, Specific Sub-Objectives, Learning Questions, and Decision Points Resulting from this Study are Summarized in the below Table and Notes:Timeline This assignment will be conducted in 60 working days distributed across 3 months period (March-April- May 2022) not later than May 30th, 2022.
