• Hiring a Five (5) Consulting Firms to Conduct External Debt Collectors The Development Bank of Rwanda (BRD) is a Public Company Limited by Shares, with authorized share capital of RWF 150,000,000,000, registered at the Office of the Registrar General, whose company code n°1000003547, its incorporation certificate issued on 7/7/2011 and a banking license n°003 issued by the National Bank of Rwanda on August 11, 2009. BRD was incorporated on August 5, 1967. Scope of Work Tracing and locating all the handed over debtors and obtaining any other necessary information needed to succeed in the recoveries and reaching out to customers with overdue accounts by sending out notices of unpaid debt. Setting up and maintaining the handed over debtors- files and reporting on a monthly basis on the status of the various debtors handed over for the collection of debts as well as the successful collection of the capital amount collected. This shall include keep full and proper books of accounts and records clearly showing all enquiries, transactions and proceedings regarding the debt settlement progress and sharing the same with BRD PLC for updating the debtor account. Negotiate and manage reasonable debt repayment plans with the handed over debtors to ensure full debt recovery. As it may be necessary from time to time depending on the debt being handled, with liaise with the bank Recovery officer (s) to write necessary demand letter (s) to assist in recovery of the debt and/or obtain necessary court orders to auction debtor (s) assets to be used to recovery of the debt. As it may be necessary from time to time depending on the debt being handled, with liaise with the bailiffs to execute the court orders to auction the assets of the debtor to recover the outstanding dent and have the same paid to BRD PLC. To request the Debtors to make payments by utilizing the payment mechanisms as stipulated in the Credit management policy. To submit to BRD PLC all relevant enquiries and requests obtained from the debtors in respect of the debts outstanding. To identify and evaluate the possible write offs of outstanding debts that prove to be completely unrecoverable with reasons detailing why a write off of the said debts should be considered. To ensure that individuals and/or organizations with outstanding debts have been reported to the credit reference bureaus together with necessary supporting documentation and to ensure that such submission affects the credit rating of the debtors. Prepare monthly debtor statements for all the outstanding debts and share the same with BRD PLC. Documents to be delivered by the interested debt collector firms Submission of the expressing of the interest that include relevant information as stated in the evaluation criteria, The Certificate of domestic company registration from BRD Online copy of valid clearance certificate issued by RRA Online or notified copy of valid clearance certificate issued by RSSB Three certificates of good completion for similar assignment in reputable financial institution Financial proposal expressed in terms of percentage
