- Theprimary objective of this consultancy is to design and evaluate the pilot implementationof an impact-based flood early warning system over the MUTERA catchment in NorthernRwanda. The consultant will draw oninternational best practices and experience in flood risk knowledge, floodmonitoring and forecasting, flood risk communication and dissemination, andflood preparedness and response mechanisms. Itshould be noted that the VCRP will bring additional investments in hardware(notably a weather radar system and ground-based monitoring stations forprecipitation and river levels) and software (e.g. improved local areameteorological forecasting software). As a result, the pilot will be an interimpilot which will be improved through VCRP with additional investments. MeteoRwanda will be able to present a full work plan for VCRP. Furthermore,the consultant will:a. Define appropriate roles and responsibilitiesfor each institution and stakeholders for impact-based Flood Early WarningSystems in the catchment. The institutions involved in the assessment willinclude Meteo Rwanda, Rwanda Water Resources Board, Ministry in Charge ofEmergency Management, and other government authorities (including at district,sector, cell, and umudugudu (village) levels), and non-governmental actors.b. Identify and collect risk information at thelocal level that is needed to develop risk tables for impact-basedrainfall/flood forecasting, and how risk information can be translated towarning information. c. Develop Standard Operating Procedures (SOPs) forFlood Early Warning Systems (FEWS) in the catchment. d. Design and evaluate appropriate disseminationpathways from the central government to the affected communities (called‘last-mile- dissemination). Floods in the catchment are ‘flashy- and responsetimes tend to be short.
