• Consulting Services-Financial Risk Management The Consultant may be a consulting firm or a consortium of firms specializing in public policy support in the areas of economic financing (macro scale) and banking (micro scale). The firm must have proven experience in project engineering in multi-stakeholder environments involving public organizations and financial institutions. It must also demonstrate its ability to mobilize high-level expertise in the banking and financial sectors. Expertise on the financial system will be required. The firm should be composed of staff with the following experience: • Extensive proven record and experience in developing Financial Risk Management frameworks. • Strong business and investment experience with project financing, specifically in the development finance in Africa (Good knowledge of the Rwandan market is an added advantage) • Exceptional interpersonal, communication, writing and analytical skills. • Ability to gather and analyze data and generate information for decisions making purposes. • Extensive knowledge in Engineering/ Property valuations and risk management • Strong understanding of green financing • Education background should be economics, finance, business administration and other relevant discipline. • Proficiency in written and spoken English is a requirement. Knowledge in French is an added advantage. • Expertise or an understanding of quantity surveying In total, the team to be proposed by the Consultant will need to have strong expertise in the areas outlined above and could be organized as follows (indicative proposal, the Consultant being free to adapt his team proposal with justification): Ø Senior Project Leader: An experienced international level consultant with proven experience (minimum 15 years of international experience) in (i) the design of Risk Management frameworks in the financial sector, and (ii) the financial sector in Rwanda or East Africa. The Head of Mission should have strong skills in project management, governance and management of financial institutions, capacity building in the banking sector, communication and management. He will have to master the workings of the Rwandan financial ecosystem. Beyond a strong involvement in the realization of the study, the Head of Mission will be mobilized to present the results and validate the deliverables. Ø Bank / Finance Expert: Experienced international consultant with proven experience (minimum 10 years of international experience) in (i) the design and/or management of projects financed by international development institutions in the financial sector (ideally in the African context) and ( ii) the financial sector in Rwanda or East Africa, including operational banking functions, audit / banking advisory and/or project management assistance in the sector. Ø Valuation Expert: 10 years of proven experience in property, equipment and engineering assessment. Knowledge of Rwanda market and project finance is an added advantage. Ø Civil Engineer: 10 years of proven experience in civil engineering role related to buildings and infrastructure development. In addition to this expertise and depending on the nature of his technical offer, the Consultant may offer additional expertise in specific fields.
