• Consultancy Services for the Development of a National Digital Inclusion Strategy for Rwanda. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology). The GIZ project "Digital Solutions for Sustainable Development" (DSSD) has a mandate to advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects. The project also aims to promote the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions, and civil society. The Digital Solutions for Sustainable Development (DSSD) project entered a new phase in 2021, aligning to the strategy for transformation (NST1) 2017-2024, where ICT remains a key enabler to achieving development objectives through specific ICT related targets including universal access to broadband internet, digital literacy for all, digitalization of all government services. One of the DSSD project objective is designed to develop initiatives to promote digital participation in collaboration between public and private stakeholders. Hence, in addition to digital solutions that are being developed together with the Rwandan partner authorities, the Government of Rwanda have sought to develop the digital inclusion strategy as an instrument to ensure effective implementation of the principal of “leaving none behind”. Through the DSSD project, GIZ is supporting the Government of Rwanda to hire consultancy services to assess and map the digital inclusion landscape in the Rwandan context, and then devise strategies to bridge existing gaps, and to promote digital inclusion. Rwanda has set the digital transformation as the mean to accelerate its development, and to fast track the economic growth. The Government of Rwanda has therefore prioritised using digitally enabled solutions, wherever possible, to leapfrog traditional approaches and support innovation in service delivery. As early as the year 2000, Rwanda began its digital transformation journey through a series of five-year plans called national information communication technology strategies. Where the first focused on setting the enabling environment including institutional and regulatory frameworks, the second on infrastructure development, the third on e-services, and the fourth was the Smart Rwanda Master Plan that has been around mainstreaming ICT in all sectors of the economy, strengthening ICT Governance, cyber security and resilience, as well as digital capacity and competence development. Today, Rwanda continues to articulate ambitious strategies in relation to empowering citizens leveraging digital technologies. The Covid-19 pandemic has further proven the need for a systemic and equitable approach to ICT implementation. The digital inclusion strategy will establish a holistic approach to bridge the digital divide in its different forms and enable a streamlined framework for coordinated efforts and investments towards citizens- digital participation.
