• Expression of Interest are invited for Consultancy to Prepare a Studies and Position Paper on Investment The expert or the expert team will have the following key tasks regarding the requested study: I. Conducting a desk top research and needs assessment, including interviews with government officials, in the specified areas to inform the requested studies II. Preparation and submission of draft outlines III. Preparation and submission of first draft reports and presentation to key stakeholders IV. Preparation and submission of final draft reports for review/ comments V. Possible preparation and facilitation of a validation workshop with representatives from MINICOM and other relevant national stakeholders if requested VI. Preparation and submission of final reports VII. Preparation and submission of the final position papers in the areas specified d. Outputs or Expected deliverables 1. Deliverable 1: Inception report detailing the consultant understanding of the task and methodology to be employed to complete the task 2. Deliverable 2: A final detailed study on investment highlighting Rwanda current investment situation, best practices with regard to investment protocols and key recommendations 3. Deliverable 3: A position paper that will inform policy making organs during the negotiations of the investment protocol negotiations e. Qualifications and experience of expert(s) Education/training: Master-s degree (or comparable) in international Trade, Economics, International Law, or Business Administration Language skills: Fluent in English language General professional experience required from the experts: 10 years of professional experience in international trade, regional integration, trade-related economics Specific professional experience required: 5 years of experience in preparation of studies/ position papers in investment policy, investment facilitation, investment regimes or closely related fields Must have drafted three studies or position papers on the topic pertaining to AfCFTA or EAC f. The following tentative milestones are foreseen for the delivery of the services: Milestones Deadline Start of contract 13th of September Kick off meeting with MINICOM and GIZ, presenting approach and process (including final inception report after kick off meeting) 1st or 2nd week of contract Conduct a needs assessment, incl. interviews with government officials 31st of September Submission of first draft reports, presentation to stakeholders 15th of October Submission of final draft reports 31st October Development of position paper with MINICOM November/December Possible preparation and facilitation of validation workshop November/December Finalization and submission of final study and position paper 31st of March 202 6. Period of assignment The consultancy contract is planned for up to 30 working expert days Period of assignment: from 13th September 2021 to 31st of March 2022. Contract will run for 3 more month then above intended deadlines in the milestones, due to possible delays in the AfCFTA negotiation progress on the specific protocol that could affect this consultancy. Place of assignment: Kigali, Rwanda 7. Costing requirements This consultancy will be costed on expert days worked on this assignment. The contractor will facilitate the organization of the different activities related (e.g., validation workshop) but the expenditures related to those activities will be fully covered by GIZ/AfCFTA Country component. The contractor is required to calculate the travel based on the plan to deliver this assignment physically in Kigali and list the expenses separately by daily allowance, accommodation expenses, flight costs, and other travel expenses. 8. Inputs of GIZ GIZ AfCFTA Rwanda Country component is expected to make the following available: Provision of venue and logistics (possible stakeholder-validation workshop). Introduction to the local authority if needed. 9. Submission and evaluation of the EoI: EoI will be evaluated based on the following criteria: Company or individual profile, Relevant experience, Company strategies to assure agility, flexibility and responsiveness, Personnel and, Financial offer. The EoI should contain the following: For Technical Proposal: A Cover letter expressing interest in this assignment; Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment. The structure of the offer must correspond to the structure of the EoI. In particular, the detailed structure of the concept (Chapter 4 work). It should be formatted, font type ARIAL, fond size 11, and should be clearly formulated. The offer should be drawn up in English language. The CV of the personnel proposed in accordance with Chapter 4 & 6 of the EoI must clearly show the position and job of the proposed person held in the reference project and for how long. CVs shall not exceed 4 pages References and recommendations of similar works executed in Rwanda or elsewhere outside of Rwanda. Company registration certificate (RDB) VAT registration certificate if available Latest tax clearance certificate For the Financial Proposal: The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in RWF and VAT excluded. The contractor is required to calculate the travel based on the plan to deliver this assignment physically in Kigali and list the expenses separately by daily allowance, accommodation expenses, flight costs, and other travel expenses ( if needed).
