• Description:
• Consultancy to Develop Software Scope of work The company/consultant will work closely with MINEDUC, and other relevant government departments to ensure that the support provided is of expected standards and timely. The scope of work will include: I. System Development and Deployment: ​ a. Finalization of Software Requirement Specifications and SRS sign-off based on the acceptance. b. Architecture Design for the solution including the Security Level Designs. c. Application development of all the system enhancement requirements. d. Technical testing of all the components. e. Submit the test cases and test plans to the project team. f. Trial Run of the enhanced system. g. All the Requirements, Design, Configurations, and Development methodologies have to be well documented and handed over to the project team. h. Well commented source codes, database scripts, test scripts, to be handed over to the project team. i. The framework for system development should be current and progressive. II. Training and Capacity Building: ​ a. Full involvement of the technical team that has been put in place by MINEDUC (including ICT officials from MINEDUC) to ensure proper transfer of knowledge in terms of development know-how and sustainability. b. System developers should explain the detailed logical sequence of code flow between the database and corresponding classes, and its functions within the code to the assigned ICT Officials, including the interface design. Similarly, the System Developer should also explain database design with assigned ICT Officials, and explicitly mention the relationship of tables inside the Database to the assigned ICT Officials. c. Training of at least 5 Master Trainers from the project team/MINEDUC on the System Operation and functionalities. d. Prepare all the System User Manuals (Both technical and normal user manual) and hand them over to the project team. III. System Stabilization, Help Desk Support, Maintenance, and UAT: ​ a. Support in terms of System stabilization and making Systems acceptable by the development team for a duration of 7 months from Project delivery sign-off. b. Conduct major addition or updating of the system wherever required across the Line Agencies. c. Solution up-gradation such as installation of patches, fixing bugs, incorporating minor changes, higher versions of the applications, etc. d. The contract with the consultant cannot be withdrawn at this phase of the project. e. Meet all requirements through UAT preparation and UAT sign-off. f. Support and recommend best practices Solutions. g. Project exit sign-off. 5. Deliverables a. Software Requirement Specification Document (High-level SRS and Low-level SRS). b. Software Design Document (SDD). c. Non-functional HTML Prototype. d. Working and Tested Software with source code. e. User and Administrator Manuals for the system including Online Help. f. Setup and Release note for each new release. g. Test Cases and Reports. h. All database scripts. i. Handover training. j. Any other relevant documents, supporting software, etc. 6. ESSP & HCI MIS Modules The system shall have one log-in page to cater to all users. The next page and rights will be defined by the roles and rights specified for each user category. Offer deadline and protocol Given the fact that we are in lockdown and all offices closed, offers shall be submitted to BLF-procurement@educationdevelopmenttrust.com not later than 11:00 AM, August 15th 2021, Kigali time.
