Rwanda Awards FRW 9.05 Billion Road Rehabilitation Contract to GEMT Company

Introduction

Rwanda has announced the contract award for urgent road rehabilitation works along a key unpaved transport corridor in the Southern Province. The Rwanda Transport Development Agency (RTDA) has awarded the project to GEMT Company Ltd following a competitive tender process aimed at restoring damaged road sections and improving connectivity in rural and regional areas.

Contract Details

The project was tendered under Tender Reference No. 000003/W/NRT/2024/2025/RTDA/1 and adopts a design-and-build approach, allowing the contractor to handle both engineering design and construction works.

  • Contract value: FRW 9,047,138,417

  • Project scope: Urgent rehabilitation and repair of damaged road sections on the Nyamagabe-Rukondo-Musange-Mukungu-Gasenyi-Kibuye corridor, including the Gasaka-Manwari-Musange unpaved road

  • Procuring entity: Rwanda Transport Development Agency (RTDA)

  • Execution period: 14 January 2026 to 14 April 2027

The contract targets improved road safety, all-weather accessibility, and reduced transport costs for communities and businesses along the affected routes.

Bidders and Evaluation

Three local contractors submitted bids at the tender opening:

  • GEMT Company Ltd: FRW 9.05 billion (successful bidder)

  • EPOS Company Ltd: FRW 9.99 billion

  • Strong Constructions Ltd: FRW 10.23 billion

GEMT Company Ltd submitted the lowest evaluated responsive bid, meeting technical and financial requirements set out in the tender documents.

Project Significance

This awarded tender is critical to maintaining Rwanda’s road network resilience, particularly in areas vulnerable to weather-related damage. The rehabilitation works are expected to support agricultural transport, regional trade, and access to social services, while also generating employment during the construction period.

Conclusion

With the contract now awarded, RTDA is expected to proceed with mobilisation and design activities ahead of full-scale construction. The project underscores Rwanda’s continued investment in road infrastructure development and highlights the role of transparent government procurement and tender results in delivering timely public works.
